Mahato wrong about constitutional provision on altering provincial borders

Rastriya Janata Party Nepal leader Rajendra Mahato in an interview aired on Himalaya TV on April 24 said the following:
“[Current constitution states that] approval of all provincial assemblies is needed for altering the boundary of any province.”
But the constitution does not say that. Clause 5 and 7 of Article 274 of the constitution state that an amendment bill meant for altering the boundary of a province(s) should be endorsed by simple majority of the provincial assemblies concerned.
Therefore Mahato’s statement is wrong.
